[Incubator] Staff plan for OSGeo booth at FOSS4G

Morning Arnulf:

We have a GeoTools PSC member, Gabriel Roland, that we are currently 
gathering sponsorship for (accommodation etc), if the conference pass 
was still available it would be a great help.

You should also find the wiki page updated with a few more volunteers 
from the GeoTools community.
