Ok, I've submitted the "Incubation Process Approved" news item via
announcements. Should I migrate the older news items to the announce
tool, and remove them from the main area of the page?

It allows you to set a date/time when the announcement appears
and/or disappears.

Confirmed. I have created the news_item at osgeo.org mailing list and
subscribed Jo and I to it.

main page under OSGeo Community to point to:
