[Fundraising] Need help posting file

Thanks for the pointers Jason - I've got it all posted now.

I added the www/content/sponsorship folder, and a single file called  
index.html.  As we develop more sponsorship-related material this can  
be the launching point.  The document is now accessible at:

https://www.osgeo.org/content/sponsorship/

I've also added it to the OSGeo Foundation menu (top left).
