[Web Comm] Modest Front Page Changes

You asked for negative feedback so I kept quiet.  In general though, please just go ahead and make minor changes as desired.  That goes for everyone on the committee.  We shouldn't feel scared of our own shadows when working on the site.  We have CVS to fall back on if there is a problem somewhere along the line.  
 
For major changes (such as new "policy" type pages, large structure changes, etc) these can be discussed at the meetings or, if desired, posted and then acted on if no negative feedback within 48 hours.

OK, with some support, and no negative feedback I have gone ahead and tried
applying this, seemingly successfully.  Let me know of any problems.

This was my first small change in the look project so I'm a bit nervous.
