[Web Comm] content/governance directory

Go ahead if you can figure out how.  

I tried this for ages and even put in a service request to Collabnet
(Daniel) for it, to no avail.  There are other similar empty directories
out there.

Folks,

In the web site CVS tree there is a content/governance directory.  It
has lots of subdirectories, but no content.  I would like to delete it
since it is just confusing, has not content, and since the sort of
content that might go there is already found under content/foundation.

Any objections?
