 Dave,

 As far as I know this is a behavior of MediaWiki and I'm doubtful that
 anyone is wanting to start hacking on that.  With some luck it may be
 resolved when we migrate the wiki as we will likely upgrade to a more
 recent version of MediaWiki at that point.  I do agree the behavior is
 annoying.

 I have reassigned this as a SAC ticket, and I'm going to close it under
 the assumption that we won't want to try and resolve the issue directly.
 Anyone (WebCom or SAC) wanting to do this is welcome to re-open it!
