[WebCom] Remove prototype

Sounds good to me Arnulf.  How about we put up a community page on  
osgeo.org and then redirect community.osgeo.org to that page?  Make  
sense to me.  We can then rename the current community.osgeo.org site  
to something useless that won't be widely used.

I can work with Shawn to make this happen is everyone is in agreement.
