#117: Journal Feedback page: say, that it is a *public* mailing list

On page http://www.osgeo.org/feedback/Journal it is stated that the
feedback reaches a mailing list. The wording should be changed into
*public* mailing list to avoid that people write sensitive things.

For example, I am not entirely sure that

   http://lists.osgeo.org/pipermail/newsletter/2007-May/000159.html

wanted to make a world-wide announcement (it was cross-posted to two other
mailing lists). Usually such feedback mechanisms are kept closed, however,
in our case I think that it should work public like this - but say so. And
add an email address for people who want to give feedback with privacy
 kept.

 thanks, Markus
