I really undestand you because on the OSGeo Spanish LC we have the same issues
At this time we are electing a PSC and we are using wiki, mailing list
and a CRO (Luis Sevilla from gvSIG project) to deal with the
elections. I prefer that way than a web poll because I'm more
confident on a responsible person than a webapp :)
For the documents, just slides and articles, we are using the osgeo
svn where Lorenzo, another guy and me can upload the files.
Maybe we should use a place to upload files (library?) and use svn for
real document versioning but at this time we're not heavy users and
are just some files so I don't see it as a priority.
I hope with the formalization of the chapter and having a more active
community we can set up the main wiki pages to offer a clear view of
what is OSGeo in Spanish language, how to contribute and so on.
