[Webcom] Usermap

Done.  I named the tables "osgeo_mapviews and osgeo_usermaps" to  
match the others.  Also, I'm no mysql guru, and wasn't able to use  
"with (oids=false)".  Let me know if there is a change needed to  
accommodate this.
