[Webcom] FOSS4G logo/link on osgeo.org home page

[Jeff McKenna]

Hi Frank, there seems to be a problem with that FOSS4G logo block, on
any page other than the homepage (example:
http://www.osgeo.org/content/foundation/about.html)
