[Webcom] FOSS4G logo/link on osgeo.org home page

Jeff,

OK, I've found a couple of issues.

1) I used a relative path to the png which fails for pages other than /.
 (fixed)

2) It seems we have two "themes" for the site "osgeo" and "osgeo2".  I am
not clear which was applied where but osgeo2 did not have the FOSS4G block
enabled.

I tried enabling the block for the osgeo2 theme, but this theme had a green
background so it was very unattractive.  Instead I have disabled the
"osgeo2" theme at:

  https://www.osgeo.org/admin/build/themes

and now the "osgeo" theme appears to be applied everywhere.   I'm not sure
if the osgeo2 theme was deliberately different or if that was just
something left over from some experiment in the distant past.  Things
should be working now.
