[Webcom] [OSGeo-Discuss] OSGeo upcoming events list needs love

Thinking it through - a few random things would break...

e.g. after disabling localization, the localizer_get_uilocale() would no
longer exist.
get_uilocale() is currently called in the headers of the news and events
views, so these page would temporarily not render (and would display PHP
errors).  There could be other places.

So let's...

1. Dump the database (Frank)
2. Gzip entire Drupal folder structure (Frank)
3. Deploy a local copy of the site (Ian)
4. Test disabling localizer modules (Ian)
5. Report back on actions required (Ian)
(6. Make changes to live site)

Plus - the big advantage of completing steps 1&2 is that I need these
anyway to test automating the migration of content into Drupal 8
