Frank,
it is pretty simple: All news have to be i18n'ed into all languages to
be visible when selecting that language. This means that when I enter
a news "FOSS4G CfP" has started" I have to translate it to (currently)
16 languages. This has never happened.

If we would have a responsible person for each language who will
attend to translating all news coming in within a day or two then it
would work. Right now we have most non-English news stuck in 2006 and
2007 which looks really bad.

My suggestion is to have one only news block that is displayed no
matter which language is selected and that we allow people to post
non-English news in this block. Whether this is technically possible
with our current Drupal installation is beyond me but Ian seems to be
looking into it.
