[Webcom] so how are we doing here?

The following is an act of self-punishment, and not to be construed as commments towards anyone else.
Well, that was an exercise in futility. Understandably, I have no more permissions than anyone else in this conversation. It appears that most of the responsibility of this committee has propogated to SAC and other groups. I know this is sounding like something from the "bureaucrat" permissions group, but it appears some of us do not even rate that level anymore.
So, I have to ask; how do we make WebCom relevant again, and what is the purpose of the group? Well, I can only go by what is published, and right off the bat, we are 8 years behind in our monthly reports (and obviously, forget about the "create, maintain, and update" portion at the moment). :)

The OSGeo Web Site Committee (WebCom) was established at the first OSGeo board meeting. In general, you can blame us for all content in www.osgeo.org, and other non-project-specific web sites. Committee status information, policies, meeting minutes and working documents live in the WebCOM Wiki http://wiki.osgeo.org/index.php/Website_Committee .
The web site committee has responsibilities to:
* create, maintain, and update the content for the foundation web site.
* recommend appropriate website technologies (e.g. wiki)
* decide and implement a site wide style guideline.
* support foundation projects in use of portal technologies and common style.
* add and remove committee members as needed.
* report back to the board (via Chair) to the board monthly on activities and issues.
* pursue translation of portions of the site into other languages.
I guess my first question is, does a reboot mean we start at the beginning, and quickly read and store what we need to accomplish the tasks, and if we do not understand the instruction set, throw out a notice, give a warning, or full stop for further informations?
