[Webcom] sponsor logos

I would add to support OSGeo block, and clicking the link could take to the
sponsorship page?
We only have 2-3 sponsors so just rotating through them should be fine.

Our sponsorship levels have different perks, platinum sponsors get listed
on press releases for example. In the future being in rotation on the home
page can be on of the perks.
