[Webcom] community projects

Hi Jody,

I suggest the order is the other way around.
Incubated Projects (most criteria to join)
Incubating Projects (some criteria to start)
Community Projects (minimal self-assessing criteria)

I also suggest a link from the main page to a page describing the 
differences.
