[Webcom] community projects

[Jody Garnett]

I am fine with that order: "OSGeo Projects", "Incubation Projects",
"Community Projects". Incubated is not a thing I have a logo for :)

I feel we are running out of room on our home page, I am happy if we link
the headers to a page describe the difference. Using the comparison table
<https://wiki.osgeo.org/wiki/OSGeo_Community_Projects#Comparison_with_Incubation>
as a starting point.
