done.

I revoked and deleted the "webcommittee.guest for issue tracker" role
from both Domain Users and guest.  I granted the Observer role to the
Domain Users.  With that, logged in users can submit artifacts whereas
guests cannot but can participate on the list.

As collateral damage, I cleaned up the "Co-Project Owner" and "Project
Owner" redundancy to make sure we have a single, consistent role for
that.
