+1 Markus: we have several years of experience with the
GRASS-PSC list open and open for subscription to
non PSC members. No problem occurred at all and I
do not remember any unrelated question (people hesitate
to post there). All development stuff goes to zoo-dev in any
case so that this list remains low-traffic. I don't see any problem
that non PSC members can ask PSC related things here
(it would be worse to have cross-postings on the dev list).

accessible without approval. Anything else is also
not managable for a list admin.
