[ZOO-PSC] Requesting funds to go the FOSS4G 2017

Hi everyone,

My opinion on this is inline with Maxi's, so my vote is also 0.
Actually I first misunderstood and thought the budget would be requested
from the ZOO project fund.
I think it would be fair for example to ask to receive the money for the
GSoC mentorship in the past years.
But anyway, asking is fine, because it will start an open discussion. Maybe
it's a good idea to provide a lmited assistance to incubated projects.

I agree, that FOSS4G Boston is an expensive event, if you're not lucky to
be a local, because especially accomodation expenses are high.
It's one of the reason, why I decided not to travel to Boston this year.
Instead I asked Steve Woodbridge to give the pgRouting workshop.
If I would be an OSGeo board member, I would be worried to set a precedent.
Other projects would also request to cover travel budgets in upcoming
conferences, and as a board member I would question, if there isn't a
chance to involve a local community instead.
