[ZOO-PSC] OSGeo incubation motion: change mentor

I do not think this is a big trouble we are just volunteers trying to help,
update the https://wiki.osgeo.org/wiki/Incubation_Committee#ZOO-Project
wiki page when sorted out.

And if there is anything I can do to assist please let me know.
