[California] Annual Meeting in November

I'd be +1 to do something in the Bay Area in conjunction with
something like a BayGeo meetup in order to increase the overall
turnout. Certainly chapter business only takes a bit of time and we
could reach out to a larger community meeting with BayGeo or the like.

Unfortunately there is not that much 'community' here in SoCal, so not
sure meeting down here would be productive. Ill be trying to organize
local meetups in 2017, so perhaps in a year from now we can revisit
that.

+1 on a qgis plugin-development course. I've hacked a bit at existing
plugins, but havent ever developed one from scratch.
