[FOSS4G-Oceania] appoint OSGeo Oceania board

+1 for process suggested by John.

I will contribute toward board discussions while I think I'm adding 
value. I've held multiple positions within OSGeo in the past, and think 
it appropriate for me to make space for others to shine, (and also be 
realistic about the time I can commit). I'm not the right person for one 
of the central board roles, but happy to hover around the edges.
