[FOSS4G2016] Urgent decision about rooms in WCCB

Jeff,

thanks for the reminder for the speaker prep room. There are some more 
rooms in the part where Rhine Lobby is. They were used as offices and we 
can certainly have one of these.

We already have a LOC room above the plenary chamber (so we can see 
everything that is happening ;-))
