 How was this finite scale list generated? Was it a manually entered list,
 or one generated by Studio?

 Because I noticed the bing OL resolution list is one item less than the
 MapGuide one, possibly explaining why tile requests seem to be offset by
 1.

 Case in point. Modify the OpenLayers.Layer.MapGuide class in OpenLayers.js
 to have zoomOffset of -1. The tiled layers in the attached package lines
 up with the Bing layer.
