Yes, Geo::Raster needs gdal and libral, and libral needs GDAL. I believe 
there must be people (on these cc'd lists) that have installed GDAL and 
also its Swig bindings on Cygwin. I believe there must be general 
information about how to install Perl modules on Cygwin but I don't know 
if there is specific information for these libraries available on the 
net. I'd be happy to post such.
