[Geomoose-users] Error: Website Declined to Show Page

I just had a client install MS4W 3.0.1 and GeoMoose 2.4 onto a Windows
Server 2003 computer.  They are able to get the localhost webpage but when
they try to access the GeoMoose webpage they get a 403 Forbidden Error
stating  "Website Declined to Show Page".  The server has IIS and Exchange
installed.  Does anybody have any idea what could be causing this issue?
The website will only be available internally.
