I had some draft design guidelines for version 0.1 [1]. It should be 
completed now (in new repo or OSGeo wiki). Eclipse guidelines are 
excellent, thanks for pointing this out.

Such graphical vocabulary was started [2], but again, should be updated 
and completed.
I hope we can find common visual dictionary within OSGeo, concerning OS 
specific constrains.
