[STATSGRASS] rgdal doesn't work with GDAL 1.4.0

Replacing configure and configure.in from:

http://rgdal.cvs.sourceforge.net/rgdal/rgdal/

or checking out the current CVS version from sourceforge will resolve the 
issue. rgdal 0.5-5 will be released to CRAN when a Windows version of GDAL 
1.4.0 has been built and checked (several days).
