[Incubator] Projects: Adding HOTOSM tools

Looks good;

I added some more stuff for developers:
- Developer resources: added link to source code
- Filled in the project as JavaScript and Python
- Level 1 Cartography / Level 2 Data <-- this is used to group projects
- Who's involved: I listed you, anyone else?
- Fixed some validation failures (the communication links have to be URLs
so https://twitter.com/hotosm_tech for twitter)
- Core contributors: Do you have any service providers you wish to thank?
- Added a screen snap from your github description
