[Incubator] Mentor Guidelines (was: Re: [EXTERN] Re: Masterportal - OS Geo Incubator Application Questionnaire)

Arnulf:

I would love to have a video chat meeting for the incubation committee and
see what our priorities should be.

The lost documents are on the old osgeo site; new documents were created
but not for everything (
https://github.com/OSGeo/osgeo/tree/master/incubation/documents).

We have had new members join, they send an email asking to volunteer. We
prune the existing membership based on particpation as needed. I think some
recruiting would be in order; especially as open-source seems to be
evolving to face new challenges.
