It is called liblas1.dll.
Unpack liblas-1.2.1.tar.bz2 and you will see it.

What you mean as "liblas distribution"?

libLAS is available in binary form (liblas-X.Y.Z-win32.zip) as well as 
source form liblas-src-X.Y.Z.tar.(bz2|gz)

Source package includes all source files you need to build libLAS, 
including .cpp.
