Until now, I was useing mapserver 4.0 in the form:
mapserv QUERY_STRING="map=foo.map"

With mapserver 4.2.0 (that's the one on the mapserver website) I get the 
message that mapserver can only be used as a CGI script.  Putting quotes 
around the QUERY_STRING parameter doesn't change the error.
