No - there is no exchange of vectors, or indeed any data at all really!
 
A WMS (Web Map Server) returns only a picture, e.g. a gif or jpeg. The
server draws the data (also known as portrayal) and then sends the image to
the client.
 
A WFS (Web Feature Server) does return vector data, but in an interpreted
form - usually GML - rather than sending the original data.
