[Marketing] FOSDEM 2014 material: request for refund

+1 to refund, and thank you again Anne for promoting OSGeo at FOSDEM (and
everywhere else).
I can't see any risk in such case (retrospective refund of a Board member
spending own money to promote the foundation with consumable marketing items
).
