Who manages the SVN server?

Currently I can't commit changes:

$ svn commit -m 'edits to master and case studies. LaTeX runs on it
now' --username=barryrowlingson --password=$password

I can checkout okay, but I can checkout even if I supply a wrong password:

Any ideas? Can I reset my OSgeo id password (again?!?!)?
