[Journal] Volume 11: I Think We're Done

I've gone through about half of the pages.  While doing so, I ran into some
serious concerns since some of the links seem incorrect and not intended by
the original author.

I don't think that the journal team should just be linking things
throughout the report on their own initiative.  We should only link what
the author wanted linked.  We run the risk of making big mistakes if we
decide how to link things.  Linking is very much part of authorship not
editing.

FOSS4G Korea links to the wrong thing.  I think it should link to
http://www.osgeo.kr/tag/FOSS4G%20Korea%202012  This was so incorrect, I
went to the source, http://wiki.osgeo.org/wiki/Annual_Report_2011 I did not
find that this was linked at all.
