[Journal] Editing access to journal.osgeo.org OJS instance

Thanks for setting that up, Christian.

I managed to edit the OSGEO journal landing page
[https://journal.osgeo.org/] so that it includes Volume 13 (Foss4G '13
proceedings). 

I did this through linking to the PDF I put earlier in the SVN
[http://svn.osgeo.org/osgeo/journal/volume_13/pdf/]. I noticed this was
how it is done for Volume 9 as well.

I assume the preferred method is to create an Issue page and links to the
separate papers, as was done for Volume 10. However, I have not managed to
find out how to do that, I tried to upload files from SVN to the "File
Browser" of the journal system, but could only upload smaller PDFs. The
larger ones never turn up (no error messsage though).
