The GFDRR looks really interesting. I noticed they have a specific open data initiative - this would be excellent for OpenCitySmart to work with. They have a guide for open mapping cities using OSM - great stuff!

Our group at the GFDRR (http://gfdrr.org/) at the World Bank works on these topics using Open Source software and Open Data. I've cc'd Vivien Deparday who leads these efforts.
