[OpenLayers-Users] Can't get VE map to work

As a note to all who read this, I've tested the 2.7-rc2 library and
everything seems functional except for the fact that vector layers on top of
the VE layer will be panned instead of the base VE layer.  Just some info
for the common cause because I was caught off guard by Microsoft shutting
off v3.
