If you install a recent (1.7.x) version of TortoiseSVN, you have the
option to install the shell commands to your PATH. This is off by
default with the installer. I've tested it out with the MinGW Shell,
and all the svn commands work as they should.

$ which svn
/c/Program Files/TortoiseSVN/bin/svn.exe
