 Now that PDF generation works (#5419) I confirm the listitem target
 warning does not prevent building the PDF, but if would result in this
 text:

 Refer to [?listitem] for instructions on how to run the generate script.
 }}}

 Instead of this:

 {{{
 Refer to Section 2.4.1 for instructions on how to run the generate script.
 }}}

 And the [?listitem] word would not even be clickable, so I'd keep
