Hi,

I assume, you are refering to the GSoC project. Yes, you described the idea
well. We already did some work, in PyWPS 3.2 (as Jorge is metioning), but in
PyWPS 4, we are at the beginning again.

Instead of WMS, we should talk about WCS or WFS, in order to serve geographic
data, but that is just minor thing.

Speaking about MapServer, production of MapFiles seems to be natural choice
here (though we would loos track of which data were downloaded when, so
MapScript could be considered as well). Be aware, that the raster/vector files
can be stored as files, but also in database (another GSoC project). 

But the whole idea is, as you described.
