pulled in QGIS at the time of release, not in github repo but directly in
the released version. So you should have updated translations, and that is
true in eg Windows version (either 2.18 and 2.99).
To be correct, remember that 2.18.0 had not been pulled to transifex
(because of multiple version at that time (2.16, 2.18, master)) and unless
polish community made an effort to translate through github/linguist... it
is normal to still have 2.16 translations.

I think there might be an issue only for self-compiled. And I agree that
having the translations pulled in "automatically" or with documented
commands to do it would be helpful. I just hit the same issue yesterday,
finding bits of English where it shouldn't be.

contributor as a translator because Transifex looked easy and user-friendly
and didn't need a particular client installation. I'm not sure GitHub is
easier despite recent discussion (and anyway it's not possible to translate
in its web interface) nor Qt Linguist attracts more people.

But I fully share your concerns about translations not being contextualized
and I'm not sure that all translators know how to translate (this is
particularly true with docs and sphinx stuffs) and what to care about when
translating. I'm afraid this undermines the quality of the application.
I don't know if moving back to a "more complicated" tool will help to
maintain same level of translations (for docs and application) but as a
first step we should make our translators aware of these issues (do not
translate when you don't know) and call for their vigilance?
