[QGIS-Developer] QGIS and PROJ Version

Hi QGIS-Devs,

We have started using versions of QGIS 3.10+ in production and have noticed
that it ships with PROJ 6.3.X on Windows. This version of PROJ
unfortunately has some nasty issues for our organisation which have not
been fixed until PROJ 7.01 and 7.1.0 e.g:

https://github.com/OSGeo/PROJ/pull/2256 (Wrong axis order of display
for RSRGD2000 / RSPS2000 Antarctic projection)
https://github.com/OSGeo/PROJ/pull/2059 (NZTM Projection showing up as
"Unknown CRS")

Is there a plan to upgrade the Windows version of QGIS to use PROJ 7.1.0
anytime soon? Also, is there any other short term solution for now (e.g
overwrite with newer PROJ 7.1.0 DLL)? I see OSGEO4W does not currently have
7.X versions of PROJ. I would like to avoid custom builds of QGIS, if at
all possible.

Note for our Mac and Ubuntu users this is not an issue as they are running
versions of QGIS 3.10+ which use Proj 4.9.3 or 5.2.0.
