[QGIS-Developer] Downloads and random languages

I suspect that this is not particularly QGis related. Are you using a VPN? I get this often on various sites. It seems to be the browser that makes this decision, despite me setting everything to English.

As for the speed, well that is always variable. I use certain apps that sometimes require heavy downloads like Qt and X-Plane and I also have quite a fast internet connection. I usually end up either choosing a different VPN server or disabling it temporarily.
