[Qgis-psc] QGIS 3 release expectations

Hi,

I believe we should also address the TODOs for QGIS 3: there are still 47
occurrences:

grep -r 'TODO' src/ | grep QGIS | grep 3 | grep -v prepare| wc -l
47
