[Qgis-tr] update the language when compiling QGIS

hi!
now I am out of ideas..
Are you really sure you are on a FULL clean clone/checkout of QGIS
source directory?
According to
https://github.com/qgis/QGIS/tree/master/src/plugins/plugin_template
you should have these files - I don't know why they are missing with your clone.
