Hi Tom,
Perhaps the following reference could be of help to you when you start
writing the plugin:
Computers&Geosciences: 1986, V12, pp175-197 - DIGMAP: a computer program
for accurate acquisition by digitizer of geographical coordinates from
conformal projections. (FORTRAN IV code on a Z-80!!!)
